LLSSA Awards 2nd Place in the 2026 Youth Scholarship program

The Louisiana Life Safety & Security Association (LLSSA) is proud to announce Juliann Marie Smith of Alexandria Senior High School as the Second-Place recipient of the 2026 LLSSA Youth Scholarship Award. Juliann was awarded a $1,000 scholarship in recognition of her academic achievement, leadership, community service, and dedication to honoring the work of Louisiana’s public safety professionals.
Juliann’s essay, titled “My Hero,” left a lasting impression on the scholarship selection committee through its heartfelt reflection on the life and service of her stepfather, Steve Orr, a Rapides Parish R.A.D.E. and K-9 officer. In her essay, Juliann described the sacrifices and responsibilities that come with a career in law enforcement, including long hours, dangerous situations, and the unseen commitment required to keep communities safe. She thoughtfully shared how her understanding of her stepfather’s role evolved over the years and how witnessing his dedication shaped her respect for service, responsibility, and perseverance.
The committee was especially moved by Juliann’s description of the everyday realities behind public safety work — from search warrants and late-night calls to the intensive care and training required for a police K-9 partner. Her essay highlighted not only the dangers faced by officers, but also the importance of consistency, teamwork, and commitment to protecting others. Through personal stories and honest reflection, Juliann demonstrated maturity, compassion, and gratitude for those who serve their communities every day.
In addition to her essay, Juliann’s application reflected a strong record of academic achievement and extracurricular involvement. She maintained an impressive 4.34 weighted GPA and participated in numerous activities, including Fellowship of Christian Athletes leadership, tennis, National Honor Society, volunteer service, and employment with the City of Pineville. Her extensive volunteer work with youth ministries, community events, and school service projects further demonstrated the leadership and service-minded character that the LLSSA Scholarship Program seeks to recognize.
Juliann also plans to continue her education at Louisiana State University of Alexandria, where she will continue pursuing her academic and professional goals. Her recommendation letter described her as hardworking, compassionate, humble, and dependable — qualities that were evident throughout her application and accomplishments.
