House Bill 85

This bill retains present law and adds that any municipality or parish which issues a permit for construction pursuant to proposed law shall do all of the following: (1) Permit and inspect all buildings, other than one- and two-family dwellings, for roof construction and reroofing in compliance with the International Building Code Chapter 15 requirements as adopted and promulgated by the Louisiana State Uniform Construction Code. (2) Permit and inspect one- and two-family dwellings for roof construction and reroofing in compliance with the International Residential Code Chapter 8 and 9 requirements as adopted and promulgated by the Louisiana State Uniform Construction Code. (3) Provide, upon request, individual permit data.

This bill retains present law and adds loitering between the hours of 6:00 a.m. and 9:00 a.m. or 2:00 p.m. and 5:00 p.m. within 1,000 feet of a location that is commonly used for the pickup or drop off of children for school or a school-related activity when a child or children are present and the offender has reasonable grounds to believe that a child or children are awaiting pickup or drop off from school or a school-related activity.

House Bill 140

Sponsored by Representative Les Farnum.


This bill expands the scope of present law to apply to double-family dwellings and makes technical changes. Adds to the notice provided by present law that the owner can request from the contractor certain information concerning persons who have worked on the owner’s home as well as statements of any amounts that are owed to them. Requires copies of the signed notice to be provided to the owner and claimants. Provides with respect to requests for information by the owner to the contractor and allows the owner to withhold payment until the contractor provides the information. Further provides for requests of statements of amounts owed by the owner to claimants, provides for the timing of responses, and provides that prohibitions on the disclosure of information are absolutely null. Further provides that the claim and privilege of a claimant who fails to provide that requested statement of amounts owed shall be extinguished to the extent of any damages suffered by the owner.

This bill establishes the Local Infrastructure Fund as a special fund in the state treasury. Revenues collected from the state sales and use tax on telecommunications services, cable television services, direct-to-home satellite services, video programming services, and satellite digital audio radio services shall be deposited into the fund. Any donations, gifts, grants, appropriations, or other revenue shall also be deposited into the fund.
